1897 incoming cover sent by a police informant in Brussels to the Imperial Police Administration in St. Petersburg. Postmarked at the Office of the Postal Director. The Third (secret) Department of the Police Administration was responsible for the security of the Tsar and the highest dignitaries, for surveillance of political organizations, and for the management of all domestic and foreign agents
