 | Lot #2014 RUSSIA 1881 cover from a police informant or agent, franked with 5k black & lilac (horizontally laid paper) mailed locally in St. Petersburg to Governor-General Count Michael Tarielovich Loris-Melikov, inscribed "into his own hands." (Loris-Melikov was a hero of the Russo-Turkish War of 1877-78. In November 1880 he was made Minister of the Interior. He worked with Emperor Alexander II to develop a program of extensive reforms to the Russian state to combat sedition and terrorism. Before these reforms could be implemented, the Emperor was assassinated on 1 March 1881.
