1913 Shanghai China overprints on U.S. Washington-Franklin 1c, 2c, 3c, 4c, 5c, 6c, 8c, 10c and 50c, nine different, l.h. or h.r., fine and very rare, ex-Carl Kilgas (John Darrah, U.S. Postal Agent in Shanghai, to enhance the prestige of the Agency, had some of his stock overprinted locally to use in Shanghai. While pre-cancels were within his authority, Washington considered this overprinting otherwise and a Stop Order was issued on December 20, 1913. Darrah was severely reprimanded for his action.
