1867 (24 Nov) registered cover sent by a police informant in Orlov to Count Peter Shuvalov (director of the Third Department of His Imperial Majesty’s Own Chancellery, Chief of the Corps of Gendarmes, Adjutant General, Lieutenant General, and Cavalier in St. Petersburg), inscribed “secret, very important, into his own hands.” The postage was 25 kopecks for weight and registration plus 5 kopecks for a receipt, with the Orlov post office wax seal and four wax seals of the sender who wrote “Seal of my coat of arms” around each one

1881 cover from a police informant or agent, franked with 5k black & lilac (horizontally laid paper) mailed locally in St. Petersburg to Governor-General Count Michael Tarielovich Loris-Melikov, inscribed "into his own hands." (Loris-Melikov was a hero of the Russo-Turkish War of 1877-78. In November 1880 he was made Minister of the Interior. He worked with Emperor Alexander II to develop a program of extensive reforms to the Russian state to combat sedition and terrorism. Before these reforms could be implemented, the Emperor was assassinated on 1 March 1881. His son and successor Alexander III opposed the reforms, and Loris-Melikov resigned)
