(Loris-Melikov was a hero of the Russo-Turkish War of 1877-78. In November 1880 he was made Minister of the Interior. He worked with Emperor Alexander II to develop a program of extensive reforms to the Russian state to combat sedition and terrorism. Before these reforms could be implemented, the Emperor was assassinated on 1 March 1881. His son and successor Alexander III opposed the reforms, and Loris-Melikov resigned)
