It is difficult to establish the exact status of these stamps. The company (Scadta) was pre-occupied with other problems at that time and did not check on details of the surcharge. Due to the fact that original stamp was a 50centavo value, there was no reason to object to the devalued surcharges, as the company collected the original face value of the stamps.
