1798 (14 Dec) outer FL addressed to Knoxville, Tennessee, endorsed "War Department" and signed James McHenry as Secretary of War on front and on the back, faint "Free" and arrival docketing, vertical filing folds, otherwise fine. James McHenry (1753-1816) was an early American statesman, signer of the United States Constitution from Maryland and the namesake of Fort McHenry. He was a delegate to the Continental Congress from Maryland, and the third United States Secretary of War (1796–1800), under George Washington (1789-1797) and John Adams (1797-1801)
