The British Agency in Tampico cds struck on backflap, prepaying 1 real for local delivery, boxed "Colonies & c. Art. 12" handstamp refers to the article of the first Anglo-French Postal Convention governing reimbursement by the British for partially paid or unpaid letters, "Article 12" being in use from June 1843 to January 1846.
