1863 at the petition of the government, a contract for producing the first postage stamps was awarded to Justiniano Garcia in March of 1863. This contract was rescinded in April of that same year after stamps had been printed. They remained unissued and none were placed in use - 1/2r-4r blue, Garcia essays, unused se-tenant pane of 99 (9x10), unused without gum, pressed out filing folds, with some tiny peripheral flaws, mostly fine-v.f., ex-Ferrary. A magnificent showpiece (a complete sheet of 110 in blue is recorded); Scott values the blue at twice the value of the black or $150.00 per impression,
