BELGIUM
1870 (6 Nov) FL from Bruges to Reims, under-franked with horizontal pair of 10c green (required franking was 30c), tied by "58" numerals in square of dots, with corresponding departure pmks at right including "Belgique a Quievrain" (near Vallenciennes in the North), charged "3" (decimes) due, with Paris a Givet (7 Nov) transit. Since Reims was at that time occupied by the Prussians, the letter was held and forwarded to Metz where 10c Alsace franking was applied and finally delivered in Reims on 20 March 1871 (!), fine and rare forwarded combination cover used during the Siege of Paris, signed Mehlmann, with 1985 Spalink cert.
