(St.Petersburg) to Tsarevok okshaisk (Kazan), franked with Imperial Arms imperf. strip of 3x3k, used in combination with 1k Romanov, paying the correct 10r rate (2% of the funds transferred), with boxed "Oplacheno" (paid), official departure and arrival datestamps and pmk (19.4), faults at left, otherwise fine. According to the decree of March 10th, all low value (kopeck) stamps were to be figured at face value in rubles. Of course the Romanov Issue was long ago officially demonetized, hence this usage from a small town in Petrograd district to another in Kazan, should be considered provisional and quite scarce, ex-Paul Krynine

1921 (Aug 12) large registered, value declared (7,500r) cover used locally in Moscow, paying 180r with 20r (pelure paper) and lower left sheet corner margin block of 4x40r (marginal creases), with Moscow Ekspeditsya (three solid triangles) in oval and arrival pmks (Aug 13), five virtually intact Moscow post office wax seals with Imperial eagles on back. These definitive stamps were issued only two days earlier on August 10th and on August 15th, new postal rates were established with 250r for a letter and 1000r for registration. This cover is accompanied by two brief notes referring to the franking, which is actually extremely scarce on commercial mail, only a few known used before August 15th
