RUSSIA
1923 (21 Sep) registered cover to Riga, franked on both sides, paying the correct registered foreign letter rate of 60r (effective on September 16), with RSFSR 2x5r and 20r on front, used in combination with 250r on 500r Foreign Exchange surcharges (the latter showing a significant shift), additionally franked on back with perforated and imperforate sets of the First Agricultural and Craft Exhibition, all tied by Moscow departure pmks, arriving in Latvia on 25th September, fine and exceptional RSFSR and Soviet Union combination (with the commemorative sets on back, it was obviously necessary to place the tax stamps on front of the cover)
