1912 1c green, 2c carmine, Ty. I, Kansas City Roulettes, top and right Pl. No. 6013 and 6941 blocks of six, the latter h.r. at top, otherwise n.h., handstamped "C.A.S." on back, v.f. A rare set of plate blocks of six of this officially sanctioned private perforation. In December 1914, the Kansas City post office had an oversupply of imperforate stamps, originally intended for vending machines. The supply of stamps was rouletted with women's dressmaking tracing wheels, and official approval for their release was given by Washington
