RUSSIA - ZEMSTVO TIRASPOL
1897 (Oct) cover (petition addressed to the Zemstvo administration/uprava od Tiraspol district) sent from a village of Tsibulevka - Tsebrikovo volost, about 60km north-east of Tiraspol), franked on back with local 5k multicolored (1887 issue), cancelled by pen cross and dated 10 October 1897, fine. All Tiraspol Zemstvo adhesives were cancelled by manuscript. One of only seven covers recorded, ex-Faberge, Bianchi collections, with 2011 Dr.Greis certificate (Dr. Greis writes the following "In the period 1817-1860, many German colonies were founded in the Kherson province and here especially in the Tiraspol district. With respect to this particular Tiraspol Zemstvo cover (ex-Dr.Nikitin collection), the name of a small German village of the sender is of importance. Neu-Gluckstal was founded in 1860 and came with a special status under the local self administration of the Hoffnungsthal volost.
