RUSSIA - ZEMSTVO URZHUM
1893 (21 Feb) registered combination cover from Sernur village to Revel, franked on back with local 3k green and diagonal bisect of 2k blue (to meet the 4k rate, which was in effect from 1892 to 1912), tied by oval "Urzhumskaya Zemskaya Pochta" datestamp, sent via the Imperial Post Office, with pair of 7k added on front, tied by Urzhum (24 Feb) cds, arriving on 6th March in Revel, vertical filing fold through the stamps, otherwise fine and exceptionally rare cover. Due to a shortage of 4 kopeck adhesives, postmaster in Urzhum, made up the required franking by bisecting his surplus 2 kopeck stamps. This is one of four known covers from this district

1893 (1 Nov) registered combination cover from Lopyal village to Viatka, franked on back with local 3k green and right half of 2k blue (to meet the 4k rate, which was in effect from 1892 to 1912), tied by oval "Urzhumskaya Zemskaya Pochta" datestamp, sent via the Imperial Post Office, with vertical strip of three of 7k added on front, tied by Urzhum cds, arriving on 3rd November in Viatka, cover faults and repairs, still fine and exceptionally rare, one of only four known covers from this district

1902 (5 May) registered combination cover from Kuknur volost, Urzhum district to Vozhgaly village, Viatka district, franked on back with pair of local 2k red brown (Ardatov type), tied by "Urzhumskaya Zemskaya Pochta" cds, sent via the Imperial Post Office, where 14k was paid with pair of 7k blue, tied by Urzhum cds (7 May), part of registry label on front, arriving in Viatka on 8th May, conveyed via Zemstvo Post with oval, somewhat faint "Viatkskaya Zemskaya Pochta" Head Post Office datestamp, applied the same day on front of the cover, local franking forgiven due to official nature of the addressee, cover cleaned and partly restored, otherwise fine. Apparently unique inter-district Urzhum Zemstvo - Imperial Post - Viatka Zemstvo combination, with 2001 L.Melnikov A.I.E.P. certificate
