RUSSIA - ZEMSTVO PERM
1897 (10 July) registered combination cover from a remote village in Perm district to an official in a village in Viatka region, redirected to Kumeny, franked on back with diagonal half of local 5k dark blue, tied by violet "Zemskaya Pochta Permskago Uyezda" cds. When In 1897, rate for registered mail was reduced from 5 to 2 kopecks (in effect until 1917), bisects of earlier 5k stamps were used, in this case in combination with pair of Imperial 7k, tied by Perm (11 July) cds, arriving "Poldien" (mid-day) in Vyatka (15 and 17 July), and in Kumeny, with appropriate cds. Cover was roughly opened with some damage restored on back, otherwise fine example of this rarity, one of only three known

RUSSIA - ZEMSTVO PERM
1915 (23 Jan) registered combination cover (opened for display, slightly reduced, minor flaws) from the Chusov volost in district of Perm to Slobodskoye volost in Ustsysolsk district, franked on back with local 2k light rose, tied by violet "Perm Zemskaya Pochta" cds, with Imperial 20k fee paid with two 10k Romanov adhesives, tied by Perm cds, with another strike and corresponding registry label on front, delivered to Ustsysolsk, with oval "Ustsysolsk Zemskaya Pochta" (29 Jan) datestamp, not franked with the secondary local stamp because the addressee was an official with Zemstvo administration and his mail was delivered free of charge. A rarity, one of three known covers handled by both Perm and Ustsysolsk Zemstvos (this being the only one registered), ex-Kuznetsov, with detailed and erudite 2009 Dr.Greis certificate (copy) rated "RRRR" (only 1-3 items known)
