RUSSIA - ZEMSTVO OSA
1895 (9 May) registered combination cover from Ryabkovo volost in Osa district, addressed to an important official in Kumeny volost in Viatka district. Locally, there was often a shortage of lower denomination stamps in stocks of the postmasters in the volost administrations. In such cases, splits such as bisects and quadrisects of other denominations were used. This cover is franked on back with top half of local 4k green, tied by oval "Osinskaya Zemskaya Pochta" datestamp, passing through the Imperial Post office, where two 7k adhesives were added and tied by Osa cds, with Nolinsk (19 May) transit and Kumeny (20 May) arrival, some usual cover flaws and creases, otherwise fine

RUSSIA - ZEMSTVO OSA
1898 (20 Mar) registered, double weight combination cover from village of Dubrovka volost (Osa district, Perm province) to a high ranking official in Pallinitsa village in the Viatka district, franked on back with a horizontal pair of 2k carmine rose, tied by two strikes of "Osinskaya Zemskaya Pochta" in oval, paying 21k via the Imperial Post office, where three 7k adhesives were added and tied by Osa cds (22 Mar), arriving in Viatka (26 Mar), with "Vecher" (evening) handstamp, transferred to Zemstvo post, with "Viatskyj Uyezd Zemskaya Pochta" 29 Mar datestamp, some usual cover flaws and creases, otherwise fine and apparently the only known inter-district Zemstvo mail from Osa, via Imperial Post to Viatka

1898 (20 Nov) combination picture postcard from some village in Osa district to Leipzig, Germany, franked with local 2k green, tied by oval "Osinskaya Zemskaya Pochta" datestamp, with Imperial 4k cancelled by Osa cds (26 Nov), arriving in Germany on 17 December (difference of 12 days between Julian and Gregorian calendars is noted), fine and rare usage of a postcard from Osa to a foreign country, one of only two known to Germany

1909 (9 Apr) registered combination cover (opened for display) from village Asoga in Osa district to Warszawa, franked on back with local 3k green, tied by oval "Osinskaya Zemskaya Pochta" datestamp, with registry label on front and Imperial 14k cancelled by Osa cds (13 Apr), with Warszawa arrival (21 Apr). Remarkably, the local rate is underpaid (3k instead of 6k, in effect from 1908 until 1911), one of only two such "errors in payment" recorded, some cover faults, otherwise fine
